In my headcannon, all the nations will receive uniforms from all military ranks. They can wear whatever they want, to not attract any attention as the lower the rank, the less people notice you. If they are in war or important meeting, they will wear the uniform of their real military's rank. 

Germany actual rank in military is Reichführer-SS. He wears this lower rank uniform to move around freely as the patrolling officer.

He joined Nazi party in 1931.
